A policy perspective on open innovation – the Mexican case

Open innovation (OI) is widely acknowledged as an approach to how enterprises should carry out innovation management in order to meet future challenges. Although scientific literature essentially perceives OI as a business-driven and business-related phenomenon, it has multiple impacts on the entire innovation system (IS). The aim of our paper is to broaden: 1) the scope of OI from the organisational to the institutional level; 2) from a western-centric to a Latin American perspective. De Jong et al. (2008) conceptualised OI for policy analysis. Until now, this framework has only been applied to western European countries. By adopting it to Mexico, we investigate the OI readiness of both Mexican enterprises and policy instruments. Based on this analysis, we examine whether the OI concept is applicable and appropriate in the Mexican context with its special entrepreneurial culture and international embeddedness.
